Overview

In August 2024, Circle UK Group Ltd was commissioned by one of London Council to deliver a critical programme of asbestos removal and remedial works at one of its community-based facilities. The project aimed to ensure the site’s safe restoration following the identification of hazardous asbestos-containing materials, preparing the space for full reoccupation and continued public service.

Our Objective

To provide a fully compliant, safety-first asbestos removal and environmental remediation service, followed by comprehensive internal refurbishment — all within a tight operational window to minimise disruption to public operations.

Scope of Works

The works included the controlled removal of Asbestos Insulating Board (AIB)ceiling panels across two storage cupboards (approx. 21.5m²) and localised removal of asbestos floor tiles (approx. 10m²), carried out under full enclosure and negative pressure systems.

  • Full asbestos removal and containment setup
  • Air monitoring and four-stage clearance by a UKAS-accredited analyst
  • Use of a mobile Decontamination Unit (DCU) and certified waste transfer routes
  • Post-clearance internal refurbishment, including:
  • Ceiling tile replacement
  • Wall and door repainting
  • Skirting and floorboard repairs
  • Installation of plywood and Polysafe safety flooring 

All works were completed under strict environmental and HSE regulations, ensuring zero risk to personnel or public users.

Key Challenges & Solutions

1. Limited Site Access & Public Proximity

Working within an active civic environment required meticulous safety coordination. Circle UK Group implemented controlled exclusion zones, safety signage, and proactive engagement with facility users to maintain full public safety.

2. Unexpected Rotten Flooring

During pre-removal inspections, substantial floor deterioration was identified. Our team rapidly adjusted scope and deployed on-site carpentry resources to complete repairs within the same day — keeping the project on schedule.

3. Tight Project Schedule

The asbestos removal was restricted to a three-day weekend window (9–11 August). Through precise planning, sequencing, and supervision, the works were completed on time, meeting all clearance and handover deadlines.

Performance & Results

The project underwent an independent compliance audit, achieving an outstanding 100% compliance rating with only one minor observation noted.
Upon completion, the site was fully decontaminated, refurbished, and certified safe for reoccupation, reinstating a high-quality working environment for council staff and visitors.
